(A) The City Council shall cause to be published not later than March 31 of each year a map clearly showing the existing zoning uses, divisions, restrictions, regulations, and classifications of the city for the preceding calendar year.
(B) If in any calendar year after the first map is published there are not changes in zoning use, divisions, restrictions, regulations, and classifications in the city, no map shall be published for such calendar year. The map published by the City Council shall be the official zoning map.
