§ 151.115 GRADING AND LANDSCAPING IMPROVEMENTS.
   (A)   Plans and specifications.
      (1)   Drawings for grading and landscaping improvements shall be prepared on 24-inch by 36-inch sheets, to fit within the municipality’s filing system facilities.
      (2)   Layout drawings shall include, but not be limited to, the following minimum information:
         (a)   Name of subdivision or development;
         (b)   Name, address, and phone number of subdivider/developer and state registered professional engineer that prepared design documents;
         (c)   Date of submittal, with revision block to identify submittal sequence of dates and purpose of submittal;
         (d)   North arrow (it is preferable that north be up or to the right);
         (e)   Scale (it is preferable that the scale of plan layout drawings be one inch equals 50 feet, or an enlarged scale to more clearly show the layout of the project; other drawings shall use a scale appropriate to clearly indicate details being shown);
         (f)   Layout of boundary, streets, lot lines, easements, with dimensions;
         (g)   Topography of the tract to be subdivided or developed as indicated by one-foot contour data for land having slopes of 0.0% to 4%, two-foot contour data for land having slopes four to 12%, and five-foot contour data for land having slopes of 12% or more;
         (h)   Finish grades (elevations and/or contour data) to clearly indicate the final horizontal and vertical relationship between streets, drainage ways, and building sites. Include sufficient information to demonstrate that proper drainage will be provided in and around the building sites; and
         (i)   Indicate methods and materials for erosion and sedimentation control.
      (3)   (a)   Specifications (or special provisions) shall contain sufficient information to demonstrate compliance with requirements of the municipality’s standards, and other information required to identify specifications that apply to the required improvement.
         (b)   Specification documents shall be on eight and one-half by 11-inch pages, bound into individual copies.

   (B)   Minimum design and construction considerations; open drainageways.
      (1)   Open drainageways shall include provisions for adequate measures (seeding, sodding, riprap, paving, and the like) to prevent erosion of ditch banks.
      (2)   The existing natural drainage system shall be used as far as reasonable and feasible for the storage and flow of runoff, but no existing drainageway shall be deepened, widened, filled, or rerouted in a manner which would constitute a diversion of natural drainage patterns or increase the rate of runoff onto downstream property.

   (C)   Minimum design and construction considerations; soil erosion and sediment control. Design and construct all grading and improvement operations in a manner to comply with the Standard Specifications for Soil Erosion and Sediment Control, IEPA, edition current at time of preliminary plat filing.

   (D)   Minimum design and construction considerations; subgrade.
      (1)   (a)   Before grading is started, the entire area shall be cleared of all tree stumps, roots, brush, and other objectionable materials and of all trees not intended for preservation.
         (b)   Subsequently, the subgrade shall be properly shaped, rolled, and uniformly compacted to provide an adequate subgrade and foundation for the intended use.
      (2)   In cuts, all tree stumps, boulders, and other unsuitable material shall be removed to a depth of at least two feet below the finish grade surface. (1978 Code, § 16.32.1030)
   (E)   Minimum design and construction considerations; tree preservation. Existing vegetation, particularly trees having a diameter of four inches or more when measured 12 inches above the ground, shall be retained and protected to the maximum extent consistent with development of the site.

   (F)   Minimum design and construction considerations; record drawings.
      (1)   Record drawings shall be furnished to the municipality within ten days after the streets have been placed into service and prior to issuance of any building permit in the subdivision or development.
      (2)   Record drawings shall be reproducible, good quality polyester film, or Autocad diskette compatible with municipality’s computer system. (1978 Code, § 16.32.1050)
