§ 151.004 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AREA, GROSS. The entire area within the boundary or lot lines of the property proposed for subdivision or land development, including any areas to be dedicated or reserved for street and alley rights- of-way and public use.
   AREA, NET. The area within the boundary or lot lines of the property proposed for subdivision or land development, determined by subtracting from the gross area the areas to be dedicated or reserved for street and alley rights-of-way and for public use.
   COLLECTOR STREET. A street intended to serve and to provide access to neighborhoods or sub- neighborhoods.
   COMMUNITY PLAN. The official plan of the municipality.
   DEVELOPMENT. This term shall be used interchangeably with the term SUBDIVISION for purposes of this chapter. DEVELOPMENT. Shall be used interchangeably with the term SUBDIVISION.
   GOVERNING BODY OF MUNICIPALITY. The Mayor and City Council of the City of Nashville.
   LOCAL STREET. Any street not a highway, primary or secondary thoroughfare, or collector street, and intended to serve and provide access exclusively to the properties abutting thereon.
   LOT. A parcel of land intended for transfer of ownership on building development, whether immediate or future. All lots shall have frontage on a public street.
   MINIMUM DESIGN STANDARDS. The document containing the minimum design standards of the municipality, which shall be applied to all new subdivisions and developments under the municipality’s jurisdiction.
   MUNICIPAL ENGINEER. The Engineer of the municipality.
   MUNICIPALITY. The City of Nashville, Washington County, Illinois.
   OFFICIAL MAP. An adopted map showing the present and future location of public facilities within the city’s regulatory authority.
   PLANNING COMMISSION. The Nashville City Planning Commission.
   PRIMARY AND SECONDARY THOROUGHFARES. The highways, a primary and secondary thoroughfare designated as such on the official map.
   SHALL. Sets forth a mandatory requirement.
   SHOULD. Sets forth a recommended, but not a mandatory requirement.
   STOP ORDER. An order used by the Zoning Administrator to halt work in progress that is in violation of this chapter.
   SUBDIVIDER. Any person, firm, partnership, LLC (limited liability corporation), association, corporation, estate, or other group or combination acting as a unit, dividing or proposing to divide land in a manner that constitutes a subdivision as defined in this section. The term DEVELOPER shall be used interchangeably with the term SUBDIVIDER for purposes of this chapter.
   SUBDIVISION. The division of a tract or parcel of land into two or more lots, plots, sites, or other divisions of land, or the consolidation of parcels, for the purpose, whether immediate or future, or transfer of ownership of building development; provided, however, that this definition of a SUBDIVISION shall not include bona fide divisions or consolidations of land for agricultural purposes in parcels of more than ten acres not involving any new street or easement of access.
   ZONING ADMINISTRATOR. The Zoning Administrator for the municipality.
