Unless accepted as a final plat, no subdivision shall be entitled to record in the County Recorder’s office nor have any validity; the Zoning Administrator shall not issue building or repair permits for any structure on a lot in any subdivision or development; and the municipality shall not accept nor permit any public improvements or services in that proposed subdivision or development.
