§ 31.30 POLICE DEPARTMENT.
   (A)   (1)   Chief of Police; office created. There is created the Office of Police Chief.

      (2)   Chief of Police; appointed by Mayor. The Police Chief shall be appointed by the Mayor with the advice and consent of the City Council.

      (3)   Chief of Police; term. The term of Office of the Police Chief shall be four years and shall run concurrently with the term of the Mayor.

      (4)   Chief of Police; duties. The Police Chief shall perform all duties prescribed by the City Council for the preservation of the public peace and shall enforce all of the laws of the city, the state, and the United States.

   (B)   (1)   Lieutenant; Office created. There is created in the City Police Department, the position of Lieutenant.

      (2)   Lieutenant; designated by Chief of Police. The person filling the position of Lieutenant shall be designated by the Chief of Police with the advice and consent of the Mayor and the Police Committee.

      (3)   Lieutenant; term. The person designated Lieutenant shall serve for such term as the employing officials of the city shall determine proper.

      (4)   Lieutenant; duties.
         (a)   The duties of the Lieutenant will be to assist the Chief of Police in administering policies, procedures, training, investigations, and such other matters as are assigned to him or her by the Chief of Police.
         (b)   The Lieutenant shall perform the duties of the Chief of Police during the absence of the Chief.
