§ 31.15 CITY CLERK.
   (A)   Bond. The City Clerk shall execute a bond to the city in the penal sum of $2,000, with two or more securities to be approved by the City Council, conditioned that he or she will well and truly perform his or her duties as City Clerk and comply with the ordinances passed or which may be passed in relation to his or her official duties.

   (B)   City Council meetings attendance and record keeping.
      (1)   It shall be the duty of the City Clerk to attend all regular and special meetings of the City Council and, upon his or her failure to attend such meeting, shall be subject to a penalty of $500 to be deducted from his or her salary.
      (2)   He or she shall keep a correct journal of all the proceedings and record the same in a minute book kept for that purpose.
      (3)   He or she shall record in a book all ordinances passed from time to time, and cause the same to be published within one month after they are passed, or at such earlier time as may be required by law.

   (C)   Custody of city documents and city seal. The Clerk shall keep and faithfully preserve all books, papers, and other documents and items belonging and pertaining to his or her office, and shall also have the custody of all papers, books, maps, and other documents belonging to the city and not in actual use of other city officers, and shall be the official custodian of the seal of the city.

   (D)   Delivery of communications to the City Council. The Clerk shall without delay deliver to the Council all communications addressed to the city.

   (E)   Accounting for city funds.
      (1)   The Clerk shall keep a correct account of all monies received by him or her for the city, and shall keep a correct account between the city and the Treasurer by charging him or her with all sums received by him or her, as exhibited to the City Clerk in his or her duplicate receipts, and crediting him or her with all the monies paid out by him or her by order of the Council.
      (2)   He or she shall allow the Treasurer such other credits as he or she may be entitled to by law and the ordinances of the city.

   (F)   Reports required. The Clerk shall prepare and present to the City Council monthly reports and an annual report of monies paid out by him or her.

   (G)   Other duties. The Clerk shall perform such other duties as may be required of him or her by the ordinances of the city or the resolutions of the City Council, expressly including, but not limited to, such duties as signature of vouchers and checks, receiving invoices and statements and paying same upon proper authorization and issuing licenses.
