The Mayor shall not grant permission to place or keep any building materials in any part of the streets or alleys of the city for a longer time than 60 days, to be renewed at discretion of the Mayor. Such permission shall not authorize the obstruction of more than one-half of the sidewalk and street, except in cases of urgent necessity.
