It shall be the duty of the Committee on Streets and Alleys to inspect the curbs and gutters on the streets and alleys of the city from time to time and, when it finds any curbs or gutters in bad condition and in need of repairs, it shall direct the Chief of Police to serve written notice upon the owner or owners of the lot or lots fronting, abutting, or running along upon said curb or gutter to repair and replace the same in good condition within 30 days from the time such notice is served.
