The subgrade shall be excavated to the required depth below the finished surface in accordance to the cross-section drawing which can be found in the office of the Superintendent of Streets. All soft and yielding spots or other unsuitable material shall be removed and replaced with suitable material, and the subgrade shall be compacted thoroughly and finished to a firm, smooth surface.
