All curbs and gutters constructed in the streets and alleys within the corporate limits of the city shall be of portland cement concrete and shall conform to the specifications set forth in this subchapter and shall be constructed in accordance with the requirements as shown in the cross-section drawing of a curb and gutter constructed as one operation, said drawing to be found in the office of the Superintendent of Streets.
