(A) Portions of certain streets in the city are designated in this section as restricted areas for the standing or parking of automobiles and vehicles and the standing or parking of an automobile or other vehicle, whether occupied or not, except momentarily to discharge or pickup passengers within such restricted areas is prohibited.

(C) (1) Any person, firm, or corporation violating the provisions of division (A) above shall be fined $5 for each offense.

(2) Any motor vehicle operator violating the provisions of division (B) above shall be guilty of a misdemeanor and, upon conviction thereof, shall be punishable as set forth in § 10.99.
