All persons wishing to operate an allowed low- speed vehicle on the city streets must comply with the following requirements:
(A) Proof of current mandatory liability insurance as required by Ch. 7, Art. VI of the State Vehicle Code, being 625 ILCS 5/7-601 et seq.;
(B) Must have the vehicle annually certified with the city by inspection by the City Police Chief or designated representative;
(C) Must comply with the published Rules Concerning Alternate Transportation For the City of Nashville as periodically updated;
(D) Must display city decal on the rear of the vehicle;
(E) Must have a current, valid state driver’s license;
(F) Golf carts must be equipped as follows:
(1) Horn;
(2) Brakes and brake lights;
(3) Turn signals;
(4) A steering wheel apparatus;
(5) Tires;
(6) Rearview mirror;
(7) Approved “slow moving vehicle” emblem on the rear of the vehicle (625 ILCS 5/12-709);
(8) Headlight that emits a white light visible from a distance of 500 feet to the front which must be illuminated at all times when in operation;
(9) Taillight that emits a red light visible from at least 100 feet from the rear which must be illuminated at all times when in operation;
(10) White reflectorized warning devices in the front and red reflectorized warning devices in the rear;
(11) Seat belts or safety restraints; and
(12) Any additional requirements which may be amended to 625 ILCS 5/11-1426.1 or the State Motor Vehicle Code.
(G) Must obey all traffic laws of the state and of the city;
(H) Must be operated by a person 21 years of age or older;
(I) Must be operated only on city streets, except where prohibited;
(J) May not be operated on Illinois State Route 127 or Illinois State Route 15;
(K) Must not be operated in excess of posted speed limit and, may not be operated at a speed in excess of 20 mph;
(L) May only be operated between sunrise and 10:00 p.m.;
(M) A person operating or who is in actual physical control of an allowed low-speed vehicle, as described herein, on a roadway shall not operate such vehicle while under the influence and shall be subject to 625 ILCS 5/11-500 through 11-502;
(N) Allowed low-speed vehicles shall not be operated on sidewalks or in Memorial Park District, other than on streets and parking areas;
(O) Allowed low-speed vehicles may not be operated on streets and highways and roads under the jurisdiction of the State Department of Transportation (Illinois State Route 127 and Illinois State Route 15); and
(P) Operator and all occupants must be in a sitting position wearing a properly adjusted seatbelt or safety restraint.
