§ 70.46 PERMIT; ISSUANCE OR REFUSAL; INAPPLICABLE PROVISIONS TO CERTAIN PROCESSIONS.
    The official to whom such application for such permit is made shall have power to issue, or to refuse to issue, such permit as he or she may deem for the best interests of the city; provided, however, that the provisions of this subchapter shall not apply to funeral processions or memorial processions.
