§ 55.03 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ACTIVITY. Activity within the scope of this program shall include all work, excavations, drilling, boring, construction, demolition, surface removal, or penetration in any manner of public or private property where underground facilities may exist.
   ANNUAL EMERGENCY PLAN MEETING. The annual emergency plan meeting is identified as that meeting held by the Natural Gas Department on an annual basis to convey through liaison emergency safety practices and procedures including underground damage prevention and the reminder for use of the statewide one-call system.
   DAMAGE. Any altering of the physical property of the pipeline facility, including nicking, scratching, scraping, denting, and the like of the protective coating on steel pipe or any scratches, gouges, denting, bending, stretching, deforming, crushing, cracking, and/or severance of the pipeline mains or service.
   EXCAVATOR. Any entity, person, firm, or corporation proposing to engage in any activity described above.
   ONE-CALL SYSTEM. The statewide one-call system for excavators. In the state, the JULIE System, as amended.
   OPERATOR. An operator under this program and as recognized in 49 C.F.R. part 192 is the city responsible for the operation of the natural gas system through its municipal officials and employees.
   SECTION 192.614. The part of the minimum federal pipeline safety standards, which requires a written plan and compliance by the natural gas operation of the city.
