§ 54.02 PLAN ADOPTED; ADMINISTRATION.
   (A)   Title 92, Transportation, Ch. I, Department of Transportation, Subch. F, Highways, part 560, Permits for Drainage Outlets, of the State Administrative Code, which sets forth the basis and approach for stormwater management, is adopted and incorporated as part of this code of ordinances as fully as if set out at length herein as the city’s stormwater management plan.
   (B)   In administering said stormwater management plan, the following basic principles shall be applied to all projects requiring stormwater management. No stormwater will be diverted from the building site in such a manner that these waters flow into a watercourse which is not its natural tributary and that the point of discharge of these waters must be within the natural watershed of the site. Detention of stormwaters must be provided as necessary to satisfy requirements in divisions (B)(1) and (B)(2) below.
      (1)   Stormwaters which enter the city or other public drainage system from building sites subject to this chapter must not exceed that which would naturally enter from the natural tributary area during and immediately after the maximum storm event which would be expected to occur once every ten and once every 100 years.
      (2)   Proposed facilities must be designed and constructed to prevent the overtaxing or otherwise damaging of the city or other public drainage systems.
   (C)   The term PUBLIC as used in this division(C) shall include state, county, city, township, and other public property.
