The regular meetings of the City Council shall be held in the Council chambers in the City Hall Building on the first and third Thursday in each and every month, at 7:00 p.m.; provided, however, that when a meeting date falls upon a regular holiday, then said meeting shall be held on the Thursday following at the same hour and place.
