No person, firm, or corporation shall connect any gas service line or transmit gas supplied by the natural gas system of the city into more than one district building from one meter. A garage or similar outbuilding shall be considered a district building. Each dwelling unit in apartment buildings or duplex dwellings shall be serviced by individual meters. The City Council shall have the right to establish special services or service connections as may be necessary or desired for large users.
