City ownership responsibility shall not commence until the State EPA Division of Public Water Supplies has issued an operating permit; and further, shall not commence until all conditions described in this subchapter have been satisfied. At that time, the city shall issue a letter to the contractor/developer indicating the date of acceptance and the date that the one-year maintenance warranty commences.
