For the purpose of satisfying Ohio R.C. Chapter 743 and other associated chapters of the Ohio Revised Code, including, but not limited to Ohio R.C. 743.03 and 743.04, the City Manager shall have the additional powers, duties and authority equivalent to that of a director of public service, except that the duties of assessing water rents or charges and collection of the same shall be that of the City Finance Director and except that bylaws and regulations as prescribed in Ohio R.C. 743.02 shall be as prescribed in Section 157.02, as may be recodified or amended from time to time. Nothing in this section shall be construed to limit the City Manager in his other duties or authority. Such additional power, duty and authority of each shall stand unless otherwise terminated by Council or the Charter.
