In addition to the methods set out in this chapter for abatement of nuisance, abandoned vehicles, junk motor vehicles, or abandoned junk motor vehicles may be dealt with in the manner provided by state law to wit: Ohio R.C. Chapter 4513, except when the motor vehicle is located on private property, prior to being removed therefrom by the City, such owner and/or lien holder of the vehicle shall be given notice and a right to hearing and appeal in accordance with Sections 503.08, 503.10 and 503.11, unless Section 503.09 applies.
