   (b)   During any snowfall red and yellow streets shall be cleared first and then if required the green shall be cleared. Blue streets shall not be cleared by the City.
   (c)   During a snowfall of two inches or greater red streets shall be cleared first. Yellow streets shall be cleared after red streets are cleared and not preventing the movement of emergency traffic. Green streets shall be cleared as time permits once red and yellow streets have been cleared and the movement of traffic restored.
   (d)   Red and yellow (principal arterial, trunk and main streets) are established as snow emergency routes.
   (e)   A snow emergency sign designating an "emergency snow route" in words and picturing a snow flake and the towing of a vehicle shall be posted along the street whenever parking is to be prohibited during a snow emergency.
