(a) The operator of a vehicle shall observe the following speed limits as hereby established in City parks:

Whoever violates this subsection (a) of Schedule V is guilty of a minor misdemeanor on a first offense; is guilty of a misdemeanor of the fourth degree on a second offense within one year after the first offense; and is guilty of a misdemeanor of the third degree on each subsequent offense within one year after the first offense.
(b) Pursuant to ORC 4511.21(J) the prima-facie speed limits are hereby increased as follows; moreover, the speed limits shall be posted accordingly.
