When the inspection shall have been made, and it is determined that the bicycle meets the requirements of this chapter, the Chief of Police shall issue the license and record the same in a suitable book. The Chief shall also issue to the applicant a registration card showing that a license has been issued to the applicant and containing a description of the bicycle for which the license is issued, together with the name and address of the licensee.
