Upon the filing of the application mentioned in Section 374.02, the Chief of Police shall cause an inspection of the bicycle to be made. The inspection shall be for the sole purpose of ascertaining or verifying the serial number thereon. It shall be the duty of the Chief of Police, or other person designated by him, in the event any bicycle does not have a serial number thereon, or in the event the serial number thereon is not legible, to cause an appropriate number to be stamped upon the frame of the bicycle and to enter upon the records the number so stamped.
