No person shall operate, ride, or use a bicycle upon any street, alley, highway, sidewalk, or other public place without having displayed upon the bicycle a license tag which shall have been obtained from the Chief of Police, and without having first registered the bicycle with the Chief in accordance with the provisions in this chapter.
