It shall be unlawful for any firm, corporation, person or persons not authorized by the city to turn on water, tamper with, alter or injure any part of the city waterworks or supply system, or any meter therein. Any firm, corporation, person or persons violating this chapter may be subject to penalty as provided in § 10.99 of this code of ordinances, and/or the alternative hearing and enforcement program as provided in Chapter 11 of this code of ordinances.
