In time of scarcity of water, whenever it shall be the judgment of the Mayor and City Council that it is necessary, the Mayor shall by proclamation limit the use of water for other than domestic purposes, to such extent as may be necessary for the public good. It shall be unlawful for any person by himself or herself, family, servants or agents, to violate any proclamation by the Mayor in pursuance of this action.
