(A) Any person violating any provision of this chapter may be subject to penalty as provided in § 10.99 of this code of ordinances, and/or the alternative hearing and enforcement program as provided in Chapter 11 of this code of ordinances.

(B) Any person found to be doing work in the public way without having obtained a permit, as provided in this chapter, shall be in violation of § 95.16 and shall be required to pay a permit fee equal to two times the normal permit fee. For replacement work, where a fee is not normally charged, the normal permit fee for new construction shall apply.
