(A) No person shall willfully or maliciously write upon, injure, deface, tear or destroy a book, plate, picture, engraving, mat, newspaper, magazine, pamphlet, recording, manuscript or statue belonging to the public library of the city.
(B) No person shall willfully or maliciously detain any book, newspaper, magazine, pamphlet, recording or manuscript belonging to the public library of the city for 30 days after notice in writing from the librarian of such library, given after the expiration of time which by regulations of such library such book, newspaper, magazine, pamphlet, recording or manuscript may be kept.
