Any person aggrieved by any decision or action of the City Manager may file a written request with the City Manager for reconsideration thereof within ten days of such decision or action. The notice of appeal shall be on a form provided by the City Manager and shall set forth in reasonable detail the decision or action being appealed and the facts and arguments supporting the appellant’s request for reconsideration. The City Manager shall render a final written determination within ten days of receipt of such request for reconsideration. The City Manager may establish such procedures as may be deemed necessary or proper to conduct the reconsideration process. The filing of a request for reconsideration shall be a condition precedent to the right to appeal to the City Council pursuant to § 52.45.
