(A) Any person aggrieved by the final determination of the City Manager may appeal such determination to the City Council within ten days of notification by the City Manager of the final determination. Written notification of such appeal shall be filed with the city and City Manager within ten days after receipt of the final determination of the City Manager. The notice of appeal shall be on a form provided by the City Manager and shall set forth in reasonable detail the decision or action being appealed and the facts and arguments supporting the appellant’s request for reversal or modification of the City Manger’s determination.
(B) The City Council shall conduct a hearing on the appeal and shall render a decision thereon within 20 days of its filing. Prior to the hearing, the City Manager shall provide the City Council with his or her findings and recommendations regarding the appeal. Within ten days after the hearing, the City Manager shall notify the appellant of the Council’s decision.
