(A) Level 4 curtailment is indicative of a critical water emergency and the highest level of water curtailment.
(B) Level 4 curtailment will be in effect when, upon determination by the City Manager and/or Public Works Director, the water system has been damaged beyond immediate repair.
(C) Level 4 curtailment shall result in the following curtailment actions.
(1) The city will discontinue water service through its normal distribution system.
(2) If water remains in the city reservoirs, water may be provided directly from the reservoirs to individuals. If this water can be dispersed through the distribution system without substantial losses, such water may be provided through the system during set hours, for example, from 5:00 p.m. to 8:00 p.m. daily so as to maximize the treated water supply for maximum sustenance of life.
(3) In the event that reservoirs are destroyed or damaged, the city will locate a source of potable water in another city or rural well and may have to contract or commandeer private vehicles to transport water to the city or install temporary lines or hoses from the source to the city. The city will then provide, at no cost to residents, small quantities of potable water to the residents in their containers from spigots, trucks or vats as can be located within the city.
(4) This level of restriction will continue until the integrity of the water system is restored.
(5) Water for any non-essential uses as specified in Level 3 above are prohibited and further restrictions may be imposed by action of the City Council.
