Pursuant to the authority and purposes conferred by the Public Acts of the state, this chapter is designed to provide standards, procedures, rules and regulations related to the making and filing of plats, to provide standards for layout and design and to provide a method for preliminary and final approval or rejection thereof and to provide for the penalties for violation of the provisions thereof.
