12.08.140 Solicitation and/or sale.
   A person shall not solicit in any manner or for any purpose, or sell or offer for sale, any goods, wares, or merchandise, therein, except:
   A.   By any city granted concession; or
   B.   By any person acting pursuant to a contract or agreement with the city.
