No person, other than a duly authorized city employee or agent shall:
A. Cut, break, injure, deface or disturb any rock, building, cage, pen, monument, sign, fence, bench or any other structure, apparatus or equipment or property of the city, or any portion thereof;
B. Mark or place on any such structure, or any portion thereof, any mark, writing or printing;
C. Attach thereto any sign, card display or similar device.
