The city traffic engineer shall place and maintain or cause to be placed and maintained official traffic- control devices upon streets and highways as required under the Vehicle Code or the traffic ordinances of Murrieta to make effective the provisions of the Vehicle Code or the ordinances, and may place and maintain or cause to be placed and maintained, such appropriate official traffic-control devices as he or she may deem necessary properly to indicate and to carry out the provisions of the Code or the ordinances or to warn or guide traffic.
