9.08.020 Members and appointment of members.
   The police reserve force shall be a volunteer organization, specifically excluded from the civil service or personnel system of the city. Such members shall be appointed by the chief of police, provided, however, no person shall be deemed a member until he/she has been registered as such on a roster kept by the chief of police and filed with the city manager.
