Excluding those offices which must remain open for the continuation of essential public services such as police and fire protection, the public offices of the city shall be closed on Saturdays and Sundays, and the following holidays:
1. January 1st.
2. Dr. Martin Luther King Day (January).
3. The third Monday in February.
4. The last Monday in May, known as "Memorial Day."
5. July 4th, "Independence Day."
6. The first Monday in September, known as "Labor Day."
7. November 11th, known as "Veterans Day."
8. Thanksgiving Day.
9. The day after Thanksgiving Day.
10. December 25th.
11. An employee's birthday (floating holiday).*
12. Any day declared to be a holiday by proclamation of the mayor.

* Note: This shall be a holiday for the employee on his/her birthday but the public offices of the city shall not thereby be closed.
