It shall be unlawful for the owner, keeper, or harborer of any dog or cat to permit or allow such dog or cat to wear any license, metallic tag, or other municipal identification than that issued by the Municipal Clerk for dogs or cats, nor shall the owner, keeper, or harborer wrongfully and knowingly license an unaltered female dog with a license prescribed for a male or altered female dog.
