The term of the seven persons appointed by the Mayor shall be for three-year terms with the terms staggered by election on alternate years. In the event that a vacancy shall occur during the term of any member, his successor shall be appointed for the unexpired portion of the term. All members shall serve without pay. Meetings will be held on a regular basis, with not less than six meetings per calendar year.
