(A) The Commission shall consist of five (5) members, one (1) of whom shall be a member of the City Council. All members shall be residents of the city, and shall be appointed by the Mayor, subject to the approval of the City Council. Each member shall serve a term of four years. In the appointment of the Cable Commission members, the membership should consist of a minimum of two (2) members from each cable provider. The Local Commissioners shall be compensated twenty-five dollars ($25.00) per meeting attended.
(B) Any vacancy in the office shall be filled by appointment of the Mayor, subject to approval of the Council, for the remainder of the term. No employee or person with any ownership interest in any cable television franchise granted pursuant to this section shall be eligible for membership on the Commission.
(C) The Commission shall select from among its number a chairman who shall preside over the meetings. The term of the chairman shall be for one year.
