§ 32.54 BYLAWS.
   The Commission shall adopt and approve its bylaws before it may properly transact any business. The bylaws shall set forth the procedures, rules, and regulations necessary for the Commission to conduct its business. The bylaws shall describe the method of administration of funds and provide for an annual audit thereof.
