§ 32.03 DUTIES.
   (A)   The Airport Board shall be authorized to acquire land, take title to same in the name of the county and the city, and to establish, construct, maintain, operate, and control an airport thereon, with the authority to make and adopt its own bylaws, rules, and regulations not inconsistent with those of the Fiscal Court of Calloway County and the City Council. Members of the Airport Board shall serve without compensation until provision is made therefor by suitable resolution by the Fiscal Court of Calloway County and by ordinance of the City Council.
   (B)   The officers of the Airport Board shall consist of a president and secretary-treasurer. The Board shall elect one of its members as president, and shall also elect a secretary-treasurer, who may or may not be a member of the Board. The secretary-treasurer shall be required to keep minutes of all meetings of the Board, and shall keep a set of books showing all receipts and expenditures of the Board, and shall, annually, in January of each year, submit a detailed report of all the acts and doings of the Board to the Fiscal Court of Calloway County and the City Council, the report to show a complete accounting of the Board's financial obligations for the preceding year and an itemized account of all receipts and disbursements of money, and an itemized estimate of the money required for the operation of an airport during the succeeding year, and the books and records of the secretary-treasurer shall at all times be subject to examination by the Fiscal Court of Calloway County and the City Council. If the secretary-treasurer is not a member of the Board, he shall have no voting privileges.
   (C)   The Board shall hold regular monthly meetings on a date to be fixed by the Fiscal Court of Calloway County and the City Council, and as many special meetings as the members of the Board may deem necessary.
