§ 150.11 BUILDING PERMITS.
   The City Building Official, when issuing building permits, shall charge recipients of such permits as follows:
   (A)   For construction of one-and two-family dwelling, first one thousand (1,000) square feet of floor space or fraction thereof, one hundred fifty dollars ($150); for each additional one hundred (100) square feet of floor space or fraction thereof, five dollars ($5).
   (B)   (1)   For additions and alterations to one- and two-family dwellings and for accessory buildings to one- and two-family dwellings, for the first one hundred (100) square feet of floor space or fraction thereof, fifty dollars ($50); for each additional one hundred (100) square feet of floor space or fraction thereof, ten dollars ($10).
      (2)   Above-ground pools over twenty-four (24) inches in depth or two hundred fifty (250) square feet in size are considered an accessory structure and shall be charged a minimum twenty dollars ($20) building permit.
      (3)   Metal Carports are considered an accessory structure and shall be charged a minimum twenty dollar ($20.00) building permit.
   (C)   For construction of, additions to or alterations of industrial, commercial, public, recreation, school, apartment, dormitory, and church buildings, there shall be a minimum fee of fifty dollars ($50) for a building which does not cost in excess of fifteen thousand dollars ($15,000). There shall be an additional charge of four dollars ($4) for each additional one thousand dollars ($1,000) of cost from fifteen thousand dollars ($15,000) to one hundred thousand dollars ($100,000), an additional three dollars ($3) per one thousand dollars ($1,000) cost from one hundred thousand dollars ($100,000) to five hundred thousand dollars ($500,000), and an additional two dollars ($2) for each one thousand dollars ($1,000) cost above five hundred thousand dollars ($500,000).
   (D)   The minimum fees as listed in division (C) above shall be based on a table of estimated costs of construction per square foot as adopted and amended by the Public Works Committee. The table of estimated square foot costs shall be subject to periodic review and revision by the Public Works Committee based on current area building costs.
   (E)   No building shall be demolished and/or removed without a permit having been issued.
   (F)   Permits. A permit to begin work for new construction, alteration, removal or other building operations shall not be issued until the fees prescribed by law shall have been paid to the Office of Planning and Zoning including the Plan Review Fee as set forth herein If an amendment to a permit necessitates an additional fee because of an increase in the estimated cost of the work involved, the permit shall not be approved until the additional fee has been paid.
   (G)   Special fees. Payment of fees for construction, alteration or removal, and for all work done in connection with or concurrently with the work contemplated by a building permit shall not relieve the applicant or holder of the permit from the payment of other fees that may be prescribed by law or ordinance for water taps, sewer connections, electrical permits, erection of signs and display structures, marquees or other appurtenant structures or fees of inspections or certificates of occupancy or other privileges or requirements established by law.
