Each subscriber, prior to installation, shall agree in writing that neither the city nor any officers, agents, or employees of city, shall be liable for any loss or damage which may be sustained by subscriber due to any malfunction of the alarm system, failure to adequately man the alarm monitoring system, judgment decisions of officers or dispatchers, or from whatever source such loss or damage should occur relating in any way to the alarm system, its maintenance, installation, and operation, it being expressly understood that this is merely an added convenience being offered to subscribers at modest rates to assist in crime control, and that there have been no representations or warranties by anyone connected with the city to the subscriber relating to the effectiveness or value of the alarm service.
