(A) The person designated to preside at City Council meetings in the absence of the Mayor shall be that person who received the highest number of votes at the last general election of the legislative body.
(B) If the Mayor and the person so designated in division (A) above are both absent from the meeting of the City Council then in that event, the next highest vote getter present at the meeting will assume the Chair.
