All Murray Municipal Utility accounts may be audited annually, as a part of the city's annual audit process and the report thereof shall be open for inspection at all times to any taxpayer or citizen of this city or any person receiving the service provided under the terms of this subchapter or any authorized acting for and on behalf of such taxpayer or citizen.
