§ 51.12 CONNECTION TO MURRAY NATURAL GAS SYSTEM.
   (A)   At or before the time of any new service tap for any premises by Murray Natural Gas System, the customer requesting services shall be required to pay a connection fee and deposit to Murray Natural Gas System prior to installation of the service line (See Chapter 50, General Provisions). The customer shall be required to pay for the cost of installing that part of the service line from the curb or property line to the meter and for any upgrades. All service lines shall be installed in accordance with applicable state and federal regulations and the city code. The installation of any new customer gas service, including, but not limited to, all customer gas piping systems, appliances, equipment, fixtures and/or related accessories, to be placed on or in any manner directly attached to any meter served by Murray Natural Gas, shall be performed by the customer's selected licensed gas professional according to manufacturer's specifications and NFPA 54, ANSI Z223.1, National Fuel Gas Code, all applicable federal and state rules and regulations, and the city code. The codes and regulations shall be available for review at the Department of Public Works, Murray Natural Gas, located on Andrus Drive. Final evaluation of piping and pressure testing shall be conducted by the licensed gas professional and witnessed by MNG personnel with the licensed gas professional providing a verification that all installation and customer piping downstream from the meter and any testing required are in conformance to the aforementioned requirements. MNG personnel shall observe the customer's licensed gas professional perform the required leak test on the customer piping and MNG shall time the meter prior to turning on any new customer piping on the premises.
   (B)   Tap-on fees are those fees that customers requesting new services must pay in advance to secure natural gas services from Murray Natural Gas. Charges include, but are not limited to, cost of the supplies, equipment, manpower and other overhead costs required to install a new service line. Fees are based on whether a new service line is required, whether the service is inside or outside the city limits, and the length of the service line or distribution line extension or both. Tap-on fees shall be reviewed annually by the city Finance Director and Murray Natural Gas. The tap-on fees shall be approved by the City Council. Tap-on fee charges are available by contacting Murray Natural Gas.
   (C)   In addition to the connection fee, deposit and tap on fees, each prospective customer desiring natural gas, water, waste water, sanitation, and/or storm water services shall be required to complete a Murray Municipal Utilities application for service form before service will be initiated by the Utilities. Proper identification is required at the time of application. A service contract may be required for certain commercial and industrial customers whose service requirements vary from what the Utilities consider as being standard. (See § 50.01(B)).
