(A) For buildings or structures requiring alterations or repairs by the customer’s selected licensed gas professional, MNG gas personnel will turn the meter on and off and time the meter.
(B) No fire or water tests shall be permitted on any gas customer piping. Water-tested piping will be condemned as faulty. All customer gas piping carrying pounds of gas inside any structure shall be installed, welded and tested by the licensed and certified gas professional according to NFPA 54, ANSI Z223.1 National Fuel Gas Code and all manufacturer’s specifications. Any required leak testing shall be performed in accordance with the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration, Pipeline Safety Regulations (49 CFR 192), applicable federal and state regulations and this chapter.
(C) Add-ons or change outs that do not alter existing piping shall be tested in accordance with NFPA 54, ANSI Z223.1, National Fuel Gas Code, conducted by the licensed and certified gas professional selected by the property owner or customer. MNG personnel shall be present to turn the gas on and off and to time the meter.
(D) For a new service only, when the whole system of customer piping has been completed and all openings firmly closed, the licensed and certified gas professional installing such piping shall conduct the tests set forth in NFPA 54, ANSI Z223.1, and the National Fuel Code. MNG shall issue and deliver to the owner of the building or structure where new service installation is requested, a Murray Natural Gas certificate of compliance in substantially the following form:

(E) If any tampering with or damage to the meter, regulator or piping occurs, a mandatory twenty-four- (24-) hour chart test must be conducted before gas service may be turned on. If the service has already been turned on and any tampering or damage is evidenced to the meter, regulator or piping, service will be terminated until a twenty-four- (24-) hour pressure chart test can be performed by the customer’s licensed gas professional on all associated piping and verified by MNG. MNG personnel shall perform gas leak testing on all piping downstream from the meter in accordance with federal rules and regulations. Any exception can only be made at the discretion of the Field Operations Manager who has jurisdiction over the city’s natural gas system.
(G) All testing of piping systems shall be performed in a manner that protects the safety of employees and the public during the testing.
(H) Any and all test pressures and times may be altered at the discretion of MNG personnel upon consultation with the Field Operations Manager for gas when deemed necessary.
