§ 51.06 ACCESS TO FACILITIES.
   (A)   Application for service shall include permission from the customer allowing reasonable access to the customer's premises for any official or employee of Murray Natural Gas to access the meter, regulator, and service line to perform any leak test or to turn on or off the gas or to perform any other duties. All service lines, regardless of how installed, up to and including the meter, shall be the property of Murray Natural Gas System and shall not be damaged, modified or tampered with in any manner.
   (B)   All gas meters shall be installed in such a location as to be easily accessible to MNG personnel. There shall be no gas meters located behind gates or fences, bushes, or other barriers. No gas meter shall be installed at the back of any structure. No gas meter, regulator or any other distribution system property will be built around or covered in any way, by anything.
   (C)   Any gas equipment placed on rooftops more than fourteen (14) feet in height must have an inside means of access to the roof or an external ladder installed according to OSHA safety requirements unless other means acceptable to Murray Natural Gas are used.
   (D)   Should any property owner or customer construct a fence or other barrier, allow untethered animals, install plants, shrubbery, or any other obstruction that impedes MNG's ability to access, service or read the meter, a notice to remove such obstruction shall be issued. If the obstruction is not remedied by the property owner or customer, the customer's gas service shall be relocated at the property owner or customer's expense and a civil penalty may be charged according to § 51.99(A).
   (E)   MNG may shut off the gas service and remove its property from the customer's premises upon reasonable notice for:
      (1)   Repairs of equipment;
      (2)   Nonpayment;
      (3)   Failure to make a cash deposit for gas service;
      (4)   Any violation of applicable state gas regulations, federal gas regulations, and/or of city code Chapter 51 provisions;
      (5)   Customer's removal from premises;
      (6)   Tampering with meter, regulators or connections;
      (7)   Shortage of gas or reasons of safety;
      (8)   Theft of gas;
      (9)   Any action by customer to secure gas through his or her meter for purposes other than those for which it was requested or for any other party; and
      (10)   False representation with respect to ownership of property for which service was requested.
